William Jack is a member in Dickinson Wright’s Washington, D.C. office, where he focuses his practice on government affairs and contracts. Will represents clients at the Government Accountability Office and the U.S. Court of Federal Claims, and before Boards of Contract Appeals. Additionally, he represents various clients that do business with the government, such as defense contractors and companies in the construction, real estate, health care, and information technology fields.
With extensive experience in ensuring contractor compliance, Will conducts internal investigations aligned with the Federal Acquisition Regulation. He evaluates product liability risks related to government-funded technologies and advises contractors on intellectual property concerns. His practice includes assisting clients with small business compliance matters, creating comprehensive ethics and compliance policies, and drafting and negotiating subcontracts, teaming agreements, and technology transfer control plans. Additionally, Will represents contractors in defending against qui tam actions and navigating government investigations.
Will also offers strategic guidance to government contractor clients on navigating complex export control regulations, and provides counsel on domestic preferences laws like the FTA Buy America Act, Buy American Act, and Trade Agreements Act, ensuring adherence to FAR and related agency guidelines. Leveraging his deep understanding of regulatory frameworks, Will assists clients in preparing voluntary disclosures to regulatory bodies like the DDTC, BIS, and OFAC. He plays a crucial role in developing tailored compliance programs, drafting comprehensive manuals, and delivering targeted training sessions to equip management and staff with the necessary knowledge for export controls compliance.
Leveraging his comprehensive regulatory knowledge, Will helps his clients confidently navigate government contract and export controls, including those related to mergers and acquisitions, CFIUS requirements, and due diligence. His proactive approach ensures clients are well-prepared to meet regulatory demands while minimizing risk and safeguarding their business operations.
