Dickinson Wright is pleased to announce that Dorn McGrath, David Hickey, and William Jack, have joined the firm’s Washington, D.C. office as Members. All three focus their practice on Government Contracts.
Dorn McGrath has more than three decades of experience representing contractors, subcontractors, owners, and engineering firms involved in projects throughout the United States, Europe, South America, and the Middle East. He focuses his practice primarily on federal, state, and local government contracts and grants, including bid protests, claims, litigation, arbitration, and alternative dispute resolution. He also has experience in mergers and acquisitions, energy savings performance contracts, government contract accounting, contract compliance, ethics programs, and matters involving fraud investigations, suspension, and debarment. Dorn is a member of the American Bar Association’s Public Contract Law Section. He received his A.B. from Davidson College and his J.D. from The George Washington University Law School.
David Hickey leverages his private practice, in-house, military, and Capitol Hill experience, negotiating skills, and subject matter expertise to bridge the gap between his clients’ objectives and interests and the government’s policies, priorities, and powers. His ability to develop solutions designed to seize opportunities while minimizing compliance risks or disputes has made him a valued and trusted partner to clients in a wide range of industries, including defense, aerospace, construction, manufacturing, engineering, IT, consulting, healthcare, telecommunications, and environmental services. His representation extends to every stage of the government contracting lifecycle. He also advises clients on a variety of procurement compliance issues. Before becoming a lawyer, David served as a U.S. Army infantry officer and a staff investigator for the U.S. Senate Committee on Governmental Affairs and Special Investigation. David received his B.A. from the Virginia Military Institute and his J.D. from The Catholic University of America Columbus School of Law.
William Jack represents clients at the Government Accountability Office, the U.S. Court of Federal Claims, and before Boards of Contract Appeals. He represents defense contractors, companies in the information technology, construction, health care, and real estate industries, and numerous other industries that do business with the government. He conducts internal investigations on contractor compliance with the Federal Acquisition Regulation, represents clients in False Claims Act investigations, advises government contractors on M&A transactions, and assists clients with respect to small business, teaming, joint venture and subcontract issues. William is a member of the American Bar Association’s Public Contract Law Section and the National Defense Industrial Association. He received his B.A. from Bucknell University and his J.D. from American University Washington College of Law.
