Jessica Bartlett, Of Counsel in Dickinson Wright’s Washington, D.C., office, is a member of the firm’s Political Law practice group. She advises members of Congress, candidates, political committees, corporations, nonprofits, and donors on all matters related to participation in the political process. This includes compliance with state and federal campaign finance and election laws, tax laws, lobbying laws, the Foreign Agents Registration Act (FARA), pay-to-play laws, and First Amendment and defamation litigation.
Jessica has substantial experience providing guidance on rules governing gift and ethics, personal financial disclosure reporting, and conflicts of interest; forming and advising nonprofit corporations, including section 501(c)(3), 501(c)(4), and 501(c)(6) tax-exempt organizations, candidate committees, political action committees (PACs), and Joint Fundraising Committees.
Jessica has worked on a number of political campaigns, including as General Counsel on the 2023 Ron DeSantis for President campaign. There, among other things, she was responsible for campaign compliance, educated staff on interactions with super PAC, pay-to-play restrictions, best practices, and other legal compliance matters, participated in debate preparation, communications, and strategy meetings, and oversaw ballot access efforts in 56 states and territories. Previously, she fundraised for Romney for Utah, Right to Rise USA, and the Congressional Leadership Fund.
Jessica is a Mississippi native and a proud graduate of Ole Miss. She lives in Arlington, Virginia, with her husband, Brian, and dog, Mishka.
