Holly Zoe has authored an article in the State Bar of Michigan's Michigan Real Property Review, “Local Regulatory Authority on Renewable Energy Developments in Michigan: A Primer.” In August of 2023, Governor Gretchen Whitmer announced her administration’s policy initiatives for the fall and beyond, which included an ambitious “100% clean energy standard”—a proposal to produce 100% of the state’s energy needs through clean sources such as wind and solar energy facilities. One hurdle in achieving that goal is the state’s patchwork of local land use regulations, which increase both the time and costs of bringing renewable energy projects online. To address that concern, the state passed a new siting law permitting an alternative approval process through the Michigan Public Service Commission.
